Last stage of the Pokémon “Trilogy”, we have the Pokémon sprite compression algorithm (1, 2, 3) again talked in Retro Game Mechanism Explained.

Inside the video, Alex Losego showed a web tool that he made to run the compression/decompression algorithms against any sprite supplied in, which is very convenient for us to build or solve this question.

The first 4 numbers are the X/Y offset, width and height of the sprite, followed by the compressed sprite data. To recover the data, write the hex data to a file, supply it with the parameters to get the actual sprite image.
